Main Career Accomplishments: Dr Patrick James Caragata

  • Dr Patrick Caragata 2001-2024, founder, former CEO and principal software architect of Rapid Ratings (RR), the world’s first software-based corporate rating agency. With new partners, he moved the headquarters to New York City in 2007 from Australia. In 2022 (Feb) RR was sold to private equity firms for US$200million+: (1997-2001: R&D phase); (2001-2006: shift from New Zealand to Australia and initial $1.3m contract with Lehman Bros); (2007-2015 angel investor phase in NYC); 2016-2022 (private equity phase, in NYC)- retired from RapidRatings on September 30, 2024 but still consult for RR
  • 2019: appointed to the Board of Directors, EESTech Inc, the world’s most advanced technology company for cleaning up mining waste-dumps, while significantly reducing energy consumption and CO2 emissions.
  • 1991-1997: Chief Tax Policy Adviser, New Zealand Inland Revenue; led the development of a new petroleum mining taxation regime, a new depreciation regime and a new thin capitalization regime.
  • 1988-1991: Chief Economist, New Zealand Ministry of Energy; designed a petroleum royalty regime (still operating) that has generated several billion dollars in revenue; also helped restructure the electricity industry.
  • 1987-88: seconded to the Federal Government in Ottawa and wrote 3 top secret reports on trade and investment issues affecting the Canada-US Free Trade Agreement (C-USFTA); this was the first FTA with investment provisions.
  • 1985-1987: Member, Military and Strategic Studies Selection Committee in the Department of National Defence, Ottawa
  • 1984-1986: Senior Economist International at Toronto-Dominion Bank; Head, Country Risk Analysis Group producing weekly country risk reports (65 countries) as well as mineral, oil and foreign exchange forecasts.
  • 1982: organized the first Canadian conference on Country Risk Analysis, Toronto, for the Canadian Council International Chamber of Commerce; recruited all speakers including Bill Colby, former director of the CIA.
